found on http://truquetructruk.tumblr.com/post/63293302190#notes
which had this to say:

Early logging industry Pole Roads were created in an effort to save money. Almost everything that ran on them was hand-me-down or cobbled together in the “company shops”. The poles themselves were felled trees and when no longer needed were sent to the mill. Steam locomotives were often used, but in certain cases even trucks were put into service

And thanks to Andy who found a video of this in action, 1930 Washington http://www.criticalpast.com/video/65675056181_wooden-track_engine-moves_trees-seen_logs-of-wood
